
With the goal of transforming the State Pier in New London, CT into a state-of-the-art, heavy-lift wind turbine supplier, the Connecticut Port Authority needed a team with the expertise to navigate a major civil engineering endeavor right on the water’s edge. On behalf of Construction Manager at Rick (CMR), Kiewit Infrastructure Co. (KIC), Loureiro Construction, inc. (LCI) joined the project in May 2021 to perform demolition of various site utilities, mass excavation and embankment, storm drainage, as well as site finishes.
After the team performed extensive erosion and sediment control, demolitions began on existing water lines, retaining walls, railroad tracks, and other site utilities in preparation for major earth work required to support the connection of two existing piers into one large pier to host the wind turbine supplier.
Working not only near a water source, but also up to seven feet below sea level, the threat of collapse and other serious hazards were at an all-time high. So Loureiro has a crew designated specifically to the project’s 50+ drainage structures, including the likes of precast structures weighing in excess of 57,000 lbs, ensuring their protection is at the highest level, while taking additional measures to control the water from the ocean. With safety measures in place, LCI then successfully moved over a half a million cubic yards of soil and placed over 240,000 tons of Dense Graded Crushed Stone Aggregate over the entire site, using GPS grade control on our earth moving equipment.

This included the installation of a 8,800 feet of pipe, measuring 60” or 54” in diameter, weighing over 60,000 pounds, and requiring 10” wide manholes. Far from your every-day drainage work, managing materials and personnel required heightened attention to detail at every point along the pipe’s extensive installation to ensure a cohesive and safe installation.
Many LCI crew members throughout the project have been awarded by Kiewit’s Recognition Program for going above and beyond in regard to proactionary measures throughout the site’s routine checks. The project’s high profile status also added a level of public scrutiny, all while needing to perform within the processes and high standards of multiple entities involved in the project.
This phase of the $200 million project is budgeted at about $18 million.
