Loureiro is implementing Remedial Design (RD)/Remedial Action (RA) activities for a former chemical company at a Superfund Site in Rhode Island. This project presents not only the unique challenges of navigating functional residential properties and changing river water levels, but also those associated with a Superfund site — one in which contaminants are at an all time high, requiring government oversight by the Environmental Protection Agency (EPA) and Rhode Island Department of Environmental Management (RIDEM).
The client came to an agreement with the EPA to remediate the site of dioxin, VOCs, PCBs, SVOCs, pesticides, and metals, pulling in the Loureiro team to conduct a pre-design investigation. Then, the team worked closely in-house with Loureiro Construction Inc. (LCI) to create Remedial Designs (RDs) and Remedial Action Work Plans (RAWPs) that mapped out the approach for the step-by-step implementation of the design.

Since this Superfund site happens to be heavily developed residentially with the source area itself on a 9-acre peninsula, Loureiro had to ensure that two assisted living apartment complexes housing over 500 residents remained fully operable and accessible throughout the multi-year project. Our construction team capped the entire area — converting it into a barrier over the contaminated area to mitigate exposure to potential receptors. We conducted community outreach to residents and apartment managers to walk them through project activities, coordinating with fire marshals to ensure exits were unobstructed and install temporary walkways, and developing contingency plans for river flooding.
In addition to extensive communication and collaboration with Town officials, property managers, and residents to ensure the area was kept safe and accessible, Loureiro navigated risks and intricate regulations associated with the handling of hazardous materials. We were able to offer a one-stop shop throughout every phase of the complex project, utilizing the multi-discipline talents and expertise of the entire team throughout the course of this multi-phase project to deliver the best results possible and ensure smooth handoffs and thorough execution throughout each specific project activity.
